Literat\u00fcrde eziyet veren bir yakla\u015f\u0131m olarak kabul edilen t\u0131bb\u00ee model, engellilik halini \u201ctedavi edilebilir, iyile\u015ftirilebilir veya onar\u0131labilir bir hastal\u0131k hali\u201d olarak de\u011ferlendirir. Bu modelin en \u00f6nemli eksikli\u011fi, engelli insan\u0131 \u201crahats\u0131z\/hasta\u201d insan olarak ele almas\u0131d\u0131r. 1950\u2019li-1960\u2019l\u0131 y\u0131llardan itibaren engellilere ili\u015fkin ortaya \u00e7\u0131kan sosyal model ise; engellili\u011fi b\u00fcy\u00fck \u00f6l\u00e7\u00fcde, toplumun engellili\u011fe tepkisinin meydana getirdi\u011fi tepkinin bir sonucu olarak ele almaktad\u0131r. Bu anlamda, ki\u015fiyi engelli konuma getiren, engelin kendisi de\u011fil; toplumun engelli bireye olan -engelleyici- bak\u0131\u015f a\u00e7\u0131s\u0131d\u0131r. T\u00fcrkiye, 1990\u2019l\u0131 y\u0131llar\u0131n ikinci yar\u0131s\u0131ndan itibaren engellilere y\u00f6nelik uygulamalar i\u00e7in politika belirleme, yasal mevzuat\u0131 ve kurumsal yap\u0131y\u0131 olu\u015fturma faaliyetlerini yo\u011funla\u015ft\u0131rm\u0131\u015ft\u0131r. 1997 y\u0131l\u0131nda \u00d6z\u00fcrl\u00fcler \u0130daresi Ba\u015fkanl\u0131\u011f\u0131\u2019n?n kurulmas\u0131, 1999 y\u0131l\u0131nda ilk \u201c\u00d6z\u00fcrl\u00fcler \u015e\u00fbras\u0131\u201dn\u0131n toplanmas\u0131 ve 2005 y\u0131l\u0131nda k\u0131saca \u201c\u00d6z\u00fcrl\u00fcler Kanunu\u201d olarak bilinen yasal d\u00fczenlemenin yap\u0131lmas\u0131 s\u00f6z konusu kesime y\u00f6nelik politikalardaki yo\u011funla\u015fman\u0131n temel g\u00f6stergelerini olu\u015fturmaktad\u0131r. Bu makale, \u00d6z\u00fcrl\u00fcler Kanunu\u2019nun, sosyal model anlay\u0131\u015f\u0131n\u0131 ne \u00f6l\u00e7\u00fcde yans\u0131tt\u0131\u011f\u0131n\u0131n tespiti \u00fczerine odaklanmaktad\u0131r. \u00c7ok k\u0131sa olarak belirtmek gerekirse, \u00e7al\u0131\u015fmada ortaya konan tespitler, Kanun\u2019un her iki modelin yakla\u015f\u0131mlar\u0131na yer veren karma bir modelin izlerini ta\u015f\u0131d\u0131\u011f\u0131na i\u015faret etmektedir.<\/span><\/span><\/p>\n<\/td>\n<\/tr>\n

Abstract (English)<\/strong><\/span><\/span><\/span><\/p>\n<\/td>\n<\/tr>\n

\n

The medical model as a trou<\/span>ble approach in disability <\/span>literature characterizes disabled status to be \u201camenable to treatment, capable of improvement or illness\u201d. The main viewpoint of the model is to assess people with disabilities<\/span><\/span> who are unwell \/ sick. The new \u2013social- model has described disability as a result of community\u2019s affirmative-reaction since the 1950\u2019<\/span>s<\/span><\/sub> and 1960\u2019<\/span>s<\/span><\/sub>. In this context a person with a disability is exposed to biased opinions of other people or society. Therefore the social model focuses on the problematic exclusive reactions against people with disabilities. Turkey has taken a keen interest in social policy applications and legal regulation(s) for people with disabilities since the second half of the 1990\u2019<\/span>s<\/span><\/sub>, for instance, forming the Administration of Disabled People (1997), holding the 1st National Disabled People\u2019s Council (1999), and introducing the Turkish Disability Act<\/span> <\/strong><\/span>(2005). The purpose of this study is to determine implications of the social model approach for the Turkish Disability Act. Furthermore, this study demonstrates that the Act has a <\/span>synthesis\u2013<\/span><\/span>approach.<\/span><\/span><\/span><\/p>\n<\/td>\n<\/tr>\n
